| Résumé : | The aim of this thesis is to show how the breaches against the rule of law are being justified through the Hungarian narrative in front of the European Parliament. Through a qualitative content analysis, it starts from the premise that the Hungarian government depicts a new conception of the rule of law. By examining speeches of Viktor Orbán, the Prime Minister of Hungary, between 2011 and 2018, we have identified seven distinct themes which aim at challenging established European values. We also examined the speeches of the representatives of both the European Commission and the European Council, concluding that their reactions were rather cautious and passive. We conclude by presenting evidence that Viktor Orbán is indeed expressing his own interpretation of the rule of law and the willingness to impose it, while preserving the appearance of compliance towards the European Union. |
