Résumé : The main objective of this dissertation is to study the evolution of consular relations during the years until arriving to nowadays to rediscover their new centrality in the international relations of the 2020s. Starting from the past, in the first part, we will retrace the main stages of the evolution of consular relations and we will focus on the influence exerted by the European Union with the launch of the European citizenship together with many other novelties. Moreover, the honorary consulates, a tool that could be considered marginal in recent years has been rediscovered by foreign ministries and its use is constantly growing. Furthermore, during the outbreak of the world pandemic of COVID, it proved to be of crucial importance. Then, in the final part, I’ll try to analyze the impact of the COVID on consular relations and how the Member States and the European Union have reacted to the global pandemic.
