Résumé : | During the course of the COVID-19 pandemic, the European institutions created the Recovery and Resilience Facility (RRF) – the core element of NextGenerationEU, the European post-COVID recovery plan. The aim of the RRF is to mitigate the economic and social impact of the COVID-19 pandemic and to safeguard the digital and green transitions of European economies. To this end, one of the objectives of the RRF is to fight inequality between people and individual poverty. However, a close analysis of the legal framework and the reforms and investments proposed by the Member States shows that the RRF promotes a restricted conception of such inequality. On the one hand, the objective of fighting inequality and poverty has not been adequately taken into consideration in the priorities, objectives and measures of the national recovery and resilience plans (NRRPs) that the Member States have had to submit in order to benefit from the Union’s financial support. On the other hand, the RRF promotes an approach to inequality that focuses solely on employment and growth. |
