The 2001 Declaration of Commitment on HIV/AIDS by 189 countries serves as a benchmark for global action. Definition of specific and time-bound targets put pressure on these countries to accelerate program implementation, but the first progress reports indicate a low response rate for some indicators and concern about data quality. © 2004 Wiley Periodicals, Inc.
