Résumé : The chapter analyzes the impact of the securitization of the refugee flow to the EU on the conceptualization of the EU as a Normative Power Europe (NPE). It is argued that the securitizing speech acts by the European political elite posed challenges to the NPE by casting shadow not only on its normative difference but also on its ability to promote what is believed to be ‘normal’ in world affairs. In this respect, the chapter highlights the fact that fundamental characteristics of the NPE, namely its legitimacy and consistency in the promotion of norms internationally had been largely undermined as security concerns justified the EU’s breach of its fundamental values, including human rights (of the refugees) and especially democracy and the rule of law (in its relations with Turkey). The analysis draws on and contributes to two distinct bodies of literature that have largely remained separate so far: securitization and NPE.
