Résumé : The foreign aid is an important aspect of the foreign policy of the European Union, as it is a tool to imply political and democratization reforms on recipient countries, for institutionalists. When the international donor, such as the EU has a distrust relationship with the recipient government or with a failed state, it has to chose between other channels, and this is the case of Lebanon. This paper explains the impact of the Beirut's port explosion that resulted from the corruption in the management and the dysfunction of the public administrations by the political class, on the foreign aid's policy of the EU toward Lebanon. Dryzek's discourse analysis method is applied to analyze official documents published by the EU about the blast. We argue that the EU, after the deceptive history of aid to Lebanese government, and after conditioning aids with institutional rules, has established a new approach to implement aid funds through the NGOs directly, following the Good Public Governance Theory.
