Mémoire
| Résumé : | In 1991 the Soviet Union disintegrated, Moscow's African policy also took a big blow behind the head, with the abrupt closure of several embassies in Africa, the drastic reduction of investment and the complete halt of its political action on the African continent. In the early 2000s, a Russian Federation led by an ambitious Vladimir Putin took the gamble of restoring Russia's place on the world political stage, and Africa, which is at the center of global strategic issues, including access to essential raw materials, is a natural part of the Russian plan. This work analyses the return of Russian ambitions on the African continent and the foreign policy strategy that Moscow is putting in place with the aim of regaining lost influence in Africa. This foreign policy strategy culminates in the Africa-Russia Summit in Sochi last October, which further structures relations Russia and African countries. Africa being the object of much lust sees a new player, not so new, enter the game. Russia will have to be imaginative to establish itself in a continent where all the great powers have already been present for decades. |
