Résumé : During the last decade the development of European Party Federations (EPFs) has been followed with increasing attention from scholars. However; the analysis of EPFs’ impacts on European Union (EU)'s policy‐making has been quasi‐neglected whilst the EU itself is suffering from a legitimacy deficit. Therefore, the main objective of the present article is to present a comprehensive ‘horizontal pathway approach’ to analyse EPFs activities and their effects on European public policy. © 2003 Taylor & Francis Group, LLC.
