| Résumé : | Relations between Belarus and the West have been caught in a vicious circle of sanctions imposition and relaxation. Most instances of past sanctions against Belarus occurred in the post-electoral period (1997–99, 2004–07/08, 2011–15/16 and since 2020) marked by election falsifications and repression leading to the consolidation of the Belarusian autocracy. While Minsk has been threatening to respond to Western sanctions with asymmetric countermeasures since 2006, such practice has been formalised since 2020. This entry starts with an overview of key episodes of sanctions against Belarus between 1996 and 2024 and the main reasons for the imposition and subsequent easing of sanctions. It then examines the evolution of the sanctions toolbox against Belarus, given its current status as a co-aggressor in the Russian war of aggression against Ukraine. |
