Collecting personal civic data: The need for a public administration approach to privacy and data governance

Résumé :

Data governance in European democracies is strongly structured by private commercial infrastructures and private contractual, legal, and institutional constructs. This lack of public authority stands at odds with fundamental aspects of mandatory government data processing, creating deep inconsistencies in public policies and citizens’ perceptions of data privacy and security. Against this background, this perspective paper proposes a distinct data governance model of governments for what we define as personal civic data. Based on this model, we draw theoretical propositions and policy implications for state-citizen relationships. They revolve around the clear delineation of contexts where personal data is collected under public authority, democratic data governance regulation, public communication, and key administrative competences.
