Résumé : This chapter highlights ideational drivers of welfare state reform in the European Union (EU). A unique laboratory for the circulation of ideas and practices in the domain of social and economic policymaking, the EU has played a pivotal role in the ongoing transformations of European welfare states. Showcasing and synthesizing almost 30 years of ideational research on the welfare state, we show how ideas have conditioned reform alongside interests and institutions. We rely on the rich conceptual tools (paradigms, discourse, and narratives) elaborated by scholars to flesh out how ideas matter. We put forward four sets of ideational drivers that have significantly impacted welfare in the EU, namely marketization, fiscal discipline, social investment, and resilience.
