Résumé : Trafficking in human beings is a complex phenomenon that entails severe violations of fundamental rights for its victims, and also constitutes a serious criminal threat. This contribution analyses the transnational responses given to human trafficking, with a special attention to those applicable in Europe. Its gravity, scope and frequent transnational nature have prompted the adoption of binding instruments at international and regional levels of governance, reflecting the specificities of each legal framework and the limits inherent to them. From a governance perspective, the contribution focuses on the two distinctive characteristics in the elaboration, implementation and monitoring of international and European standards against trafficking. A first characteristic consists in the participation of civil society organizations, involved in the negotiations of new instruments, in implementing certain standards, in particular on the protection of victims, and in monitoring States’ actions. The EU stands out due to the particularities of its legal order. A second characteristic, maybe less specific to trafficking, lies in the involvement of local and private actors, particularly called upon to cooperated in the detection of trafficking cases. The contribution concludes by pinpointing some of the main challenges still to be faced to better address this form of crime.
