Résumé : The public management reforms of the last three decades introduced in many countries various mechanisms in order to strengthen top civil servants' accountability. On the basis of a comparative study of the politico-administrative arrangements in place, this paper intends to shed light on these mechanisms and to study their implementation. If mixed results are obtained, does this therefore mean that senior public managers have a low level of responsibility? The article tempers the consequences of these mechanisms on top civil service's accountability.
