Résumé : This summary report highlights the key elements explaining the weakening of the foundations of the welfare state and of its means to effectively impose on private actors the constraints of the economic public order in the broadest sense. It also examines the approaches and current limits of the European Union in this regulation, as well as the narrow path of a decentralized and pluralistic regulation of public order in the global environment.
