Résumé : The problem involves the following aspects: the height of hospital expenditure in the state budget; the absence of an efficient bed planning and management program; the inadequate day price; the hospital deficits; the administrative difficulties of running hospitals efficiently; and the further involvement of the community in health politics. The government has attempted to do something about these problems by: reforming the social security system; improving hospital bed planning and management; attempting to eliminate hospital losses and introducing new forms of financing. Each of these aspects is discussed in turn.
