Résumé : Poverty has been one of the most important political topic in the last thirty years. But far from being only a simple object of the public policy it has transformed the shape of the welfare state in many western countries.The aim of this working paper is to describe how neoliberal politics had transformed the Welfare State in Belgium through the narrative of the struggle against "poverty". If the aim of the social policies of the Belgian Welfare state until the late seventies were to reduce inequality, it has shifted to only provide a "minimal" income to the "poor" while deregulating all the classical social protections.
