Résumé : This article aims to question the development of territorially insertion devices from the concept of partnership. The later is mobilized by public action as a managerial tool. Indeed, the territorialization of social policy has produced a form of institutionalization of local involved actors. From longitudinal studies conducted in Brussels-Capital area, we believe that this process confiscates the democratic debate to operate in a consensual fashion while a system of competition between the “private” associations of the social intervention and the parapublic appears.
