Résumé : In June 2004, the EC DG-Research launched a study on the scientific publication markets in order to assess their economic and technological evolution. Indeed, publishing is part of the whole research process and consumes significant public funds (to write papers, peer review articles, and buy the journals). The study reveals large price differences across journals and a positive link between journal prices and citations, both results that are indicative of publishers’ market power. On the other hand, information technologies allow for new business models to be introduced, such as open access journals, and for alternative ways to develop, improving scientific information dissemination. In this presentation, the results of the econometric study will be explained, as well as the alternative models for scholarly publication. The recommendations made to the European Commission will be discussed and the role of universities in influencing publishing practices and in shaping new publication models will be highlighted.
