| Résumé : | After briefly examining the STABEX within the context of the global mechanism established by the Conventions, it looks at the conditions of application and modus operandi of the STABEX, and considers its advantages and disadvantages. The analysis is focused, however, on the insufficiency of financial means with which the system was confronted in 1980 and 1981. The controversy surrounding the causes of these difficulties, with some arguing that these difficulties stem from the general economic situation, whilst others considering them to be the result of a fall in the production capacities of the ACP countries, cannot be totally defused with the current data available. In effect, the studies and reports on the STABEX contain gaps and contradictory data.-from English summary |
