Résumé : Over years, the Global Fund has progressively acknowledged having an obligation to protect against human rights violations as well as an obligation to promote human rights, as respecting those would increase the efficiency and effectiveness of programs supported by the Fund. Recognition of its own obligations has further led the institution to become a norm entrepreneur championing human rights compliance by defining appropriate behaviour for States and by supporting domestic civil society. Our contribution has emphasized the role of the mandate of the Fund and its normative framework in defining the Fund’s conceptualization of its obligations and the modalities of its norm entrepreneurship.
